Best for modern conveniences and easy international access. Tivat offers a waterfront lifestyle, restaurants, shopping and nearby beaches, along with the convenience of Tivat Airport. It tends to be more polished—and more expensive—than many other parts of Montenegro.
Budva
Best for beaches, restaurants and nightlife. Budva is one of Montenegro’s liveliest coastal destinations, with a historic old town and a large selection of apartments. Summer can be crowded, but the quieter months can work well for a longer stay.
Herceg Novi
Best for a more relaxed coastal lifestyle. Located near the entrance to the Bay of Kotor, Herceg Novi offers sea views, historic neighborhoods, restaurants and good access toward Croatia while generally feeling less hectic than Budva.
Podgorica
Best for everyday living, transportation and value. Montenegro’s capital lacks the dramatic coastal setting, but it offers supermarkets, healthcare, shopping, restaurants and year-round services. Accommodation can also be considerably less expensive than in the most popular coastal areas.

Mobile & Internet — Local SIM cards and mobile data are inexpensive and widely available. Internet service is generally reliable, making Montenegro a practical choice for remote workers and longer stays.
Language — Montenegrin is the official language. Serbian, Bosnian and Croatian are also widely understood. English is commonly spoken in major tourist areas, particularly along the coast.
